When You Encounter a Malfunctioning Light

Understanding the Problem
A traffic light is out of order if it’s completely unlit or displays conflicting signals. These malfunctions can result from power outages, technical failures, or damage due to weather events.
General Guidelines
If a traffic light is out of order or malfunctioning, you should approach the intersection as if it is controlled from all directions by stop signs (a 4-way stop intersection).
- Stay Alert and Cautious: Be extra alert when approaching an intersection with a malfunctioning traffic light.
- Reduce Speed: Slow down and prepare for a complete stop.
- Observe Right-of-Way Rules: Without working signals, you treat the intersection as if it has stop signs in all directions.

Treat it as a 4-Way Stop
In most states, the law requires you to come to a full stop, just like you would if you faced a stop sign.
All traffic approaching the intersection should stop and yield the right-of-way to traffic that has already reached or stopped at the intersection. If two or more vehicles reach the intersection simultaneously, the vehicle on the left should yield to the vehicle on the right.
You should give vehicles on your right the right of way.
Make eye contact with other drivers to communicate intentions when necessary. Use caution since not all drivers may be aware of the rules.
Report Malfunctioning Traffic Lights
Traffic lights that are out of order can cause delays, traffic jams, and an increased accident risk. If a traffic light is out of order or you believe it is malfunctioning, you should report it. Contact local law enforcement or traffic management centers once you’ve safely navigated the intersection.
